Antelope Valley Transit Authority (AVTA) contracted RNR Consulting to gather current operations analytics and to draft scope of work for a Request for Proposal to solicit vendors to provide Bus Operations Services. Currently, AVTA contracts their entire bus operations, which includes Fixed-Route, Paratransit, and Commuter Services. The contactor manages the entire operations which includes hiring and training drivers, developing bus route schedules, and managing transit software and equipment. The current contractor is approaching to the end of current contractual period and AVTA is looking to search for potential contractor to continue managing the bus operations at the Authority.
In order to identify AVTA’s current operational information, issues and area for improvement, RNR Consulting conducted interviews and focus group sessions with the AVTA Executive Management Team and the Contractor Management Personnel. Additionally, we conducted benchmark study to obtain industry practices and trends to develop innovative ways to manage bus operations and encourage quality work. We also reviewed current contractual documents and identified areas for improvement. Following the initial data gathering and analysis, we drafted the scope of work which will be utilized to develop the Request for Proposal.
