City-Wide Fee Study
RNR Consulting provided consulting services to the City of Cleveland Office of Budget and Management as a member of the City-Wide Fee Study Team. The purpose of the project is to create an inventory of all fees and permits associated with services provided by all City Divisions except Port Control and Public Utilities and to conduct analysis on the cost of service related to each fee/permit. Ultimately, the Project Team was tasked with informing the City about opportunities for cost recovery by determining the full cost to render services, the impact of ordinances on fees and the existing opportunity for additional revenue through establishing new fees. As a part of the new fee analysis, RNR Consulting explored projected revenue opportunities, researched fees and permits utilized by comparable municipalities, and provided recommendations for new fee generating services and permits.
During the project, RNR Consulting conducted training sessions and time allocation workshops, reviewed documentation and gathered data, which supports the creation of comprehensive recommendations focused on services and/or permits with fees for direct revenue generating opportunities.
