Management and Efficiency Study: Phase II
RNR Consulting is currently providing consulting services to the City of Cleveland Public Utilities Department as a member of the Management and Efficiency Study Team. The purpose of the Phase Two of the study is to examine and analyze performance of the Enterprise Fund Departments and specifically the power, water, and sewer utilities Divisions. The ultimate goal is to recommend strategic and operational improvements, leading to increased productivity and efficiency within DPU, realigned organizational structure, and achievement of long-term financial stability.
The primary goal of this study is to inform the City about opportunities for improvement by evaluating both the utilities and the supporting leadership and administrative divisions in the following areas:
- Management and organizational structure department wide and within divisions
- Fiscal control, forecasting, financial management and reporting
- Back end operations and business process improvements within the Department, divisions, as well as citywide
- Staffing levels and skills
- Best practices in utility management and operation
As the part of the management and operational assessment, RNR Consulting is reviewing operations of the following Divisions:
- Cleveland Public Power
- Cleveland Division of Water
- Division of Water Pollution Control
During the project RNR Consulting is responsible for conducting the interviews, reviewing internal documentation and reports, and best practices research, which will lead to the creation of comprehensive recommendations, focused on areas for departmental consolidation, enhanced operating efficiencies, and direct cost savings opportunities.
