The City of Portland on behalf of Portland Housing Bureau (PHB) has engaged RNR Consulting to develop a 3 year Strategic Plan for PHB. This follows a recent transition that brought together two separate agencies, the City’s Bureau of Housing and Community Development (BHCD) and the Housing Department of the Portland Development Commission (PDC) to form a single City Bureau, Portland Housing Bureau.

Core activities of the strategic planning initiative includes the review and synthesis of data, planning work and community and stakeholder input gathered towards setting a community housing needs framework, conducting community and stakeholder engagement to fill information gaps including setting a standard for PHB’s public process, finalizing the Bureau’s Mission, Vision and Values, identifying and sharpening PHB’s key desired community impacts, and developing goals, objectives, strategies, performance measures surrounding programs, legislative agenda, community equity and organizational development critical path for achieving change.

The end result of this engagement is an actionable 3 year PHB Strategic Plan that will help PHB to fully and formally transition into a new Bureau and to set strategic priorities that articulate the Bureau’s Mission, Vision and Values.
