Assessment of Department of Public Works

RNR Consulting conducted an operational assessment and process evaluation for the Department of Public Works at the City of Shaker Heights. The goals of the project were to ensure effective change management initiatives, which allow the Department of Public Works to become process-driven rather than people-driven, and to maximize utilization of people, process, and technology resources to execute the daily functions in support of the departmental responsibilities.

RNR Consulting defined current issues facing the department and evaluated the processes necessary to assess job responsibilities and duties within the department. We also analyzed the skill sets required for each managerial position within the department. RNR Consulting conducted benchmarking activities to gauge how the department was performing in comparison to other Public Works departments. We also performed a cultural assessment to gauge employee sentiment regarding change and assessed the physical layout of the office to develop an initial strategic plan for the department.
