Dept. of Health and Human Services (DHHS) IT Assessment Phase II - As-Is Business Processes Analysis
RNR Consulting was tasked with performing the business process analysis (BPA) of six (6) selected core business processes within Department of Health and Human Services (DHHS) at the Montgomery County Government (MCG). This project was a second round of the As-Is Business Process Assessment conducted by RNR Consulting within DHHS and part of the larger Pre-ERP Strategic Assessment of Core Business Units conducted by Montgomery County.
The RNR Consulting project team reviewed, developed and validated “As-Is” business process maps and narratives, with the focus on the eligibility determination, service delivery, and data management, as well as on the systems and forms utilized during the process. For this purpose, the consultants designed and utilized customized questionnaires, conducted interviews and focus groups with Department Senior Leadership Team members and Subject Matter Experts, generating process maps, and swim-lane-based process flow diagrams, and detailed narratives describing assessed business processes. Developed artifacts are accompanied by the listing of the key findings and critical points for organizational improvement, clearly identifying bottlenecks and inefficiencies contributing to inaccuracies and delays. The project deliverables also served as an input for the business process redesign and development of a comprehensive list of system functional requirements for the departments Working Parents Assistance and Rental Assistance Programs applications.
