Business Process Assessment of Human Resources Recruiting Process

For the completion of this project for the Montgomery County Government (MCG), RNR Consulting was involved in data gathering and interview/focus group session. We collected and studied previously developed process maps. We also utilized information provided in all Recruitment and Hiring Standard Operating Procedures (SOPs). We conducted interviews and focus groups with key personnel to elaborate on collected by us data. This gave us foundation of understanding the recruitment and hiring process. We carefully reviewed available excising SOPs, we conducted gathering additional information from staff members and then we developed “As-Is” process map. After all of our date gathering efforts, in developing “As-Is” process maps, we first analyzed that the Recruitment and Selection Team is conducting nearly 40 processes, of which 10 did not have any SOPs. We then merged similar process together, and we analyzed every process in scrutiny. We discovered that some processes are part of the recruitment process and should be incorporated with that process. RNR Consulting was able to streamline overall number of processes conducted by employees to 26. After that we focused on the recruitment process. We identified bottlenecks and redundancies. RNR Consulting provided OHR with key recommendation on how to maximize on the efficiencies of an effective recruitment process. In addition, we streamlined excising SOPs and re-developed SOPs for the undocumented processes.
