Business Process Analysis for Human Services Administration
RNR Consulting was contracted by the Stewards of Change (SOC) to perform a business process analysis (BPA) of a set of core business processes within the Human Services Administration (HSA) of Montgomery County, Pennsylvania as part of SOC’s InterOptimability™ Project. Stewards of Change™ uses the term InterOptimability™ to describe how organizations can learn to optimize the benefits of integrating evolving technological solutions across the organization. Therefore, the objective of the BPA was to determine areas of improvement from streamlining the business processes through existing and available technology in order to deliver effective and efficient services to families and children. For this purpose, RNR Consulting conducted interviews and focus groups with subject matter experts from the Office of Children and Youth, Office of Behavioral Health and Mental Health, and external service providers and stakeholders. The project team created swim lane As-Is process maps and discover dataflow integration opportunities, as well as redundancies and bottlenecks throughout critical business processes. The information gained was utilized by SOC to help HSA leverage the benefits of interoperability between separate social service programs to enhance HSA’s performance, and improve service delivery to children and families.
