Capital Improvement Project (CIP) Audit

At the City of Lancaster, each department and division was utilizing the CIP Planner Software in their own unique manner leading to inconsistent practices. Hence, it became a challenge for management to execute these processes efficiently and effectively for the entire scope of departments. In addition, there were no formal documented procedures maintained by the Engineering Division for its capital planning processes. The City retained the services of RNR Consulting to develop comprehensive Standard Operating Procedures (SOPs) to assist the Engineering and Finance Divisions’ operate under a unified process. The SOP’s also provided guidelines to develop and understand future business practices associated with the system.

As a next step in analyzing the City’s capital improvement projects planning processes, RNR Consulting developed Standard Operating Procedures (SOPs) for the CIP Planner software. The goal of this project was to standardize the City’s capital planning processes to enable complete utilization of the CIP Planner software. To accomplish this goal, RNR Consulting developed “To-Be” process maps and defined user profiles for effective utilization of the software.
