RNR Consulting was contracted by the Cleveland Division of Water to become an active member of the Cleveland Division of Water (CWD) $16M Oracle SPL Customer Care and Billing implementation and integration team, which span twenty-two (22) months. We managed a diverse team involving Project Management, Conversion, Technical and Change Management teams.

Project Management Office (PMO)
RNR Consulting performed PMO activities including tracking and reporting deliverables and milestones. We were responsible for determining, monitoring, and reviewing all project/program economics including costs, operational budgets, staffing requirements, sub-contractors, resources and risk issues. We facilitated status review meetings between project team members. As lead member in the Project Management Office (PMO), RNR Consulting was responsible for tracking progress of the status reports with the Functional, Technical, Conversion, Project Management and Change Management teams. We tracked and updated project task schedules in the Project Baseline Work Plan, tracked project milestones, payment structures and the deliverables and acceptance sign-off requirements. We were also responsible for tracking Issues, Action Items, Change Requests, and Risks. RNR Consulting also tracked user functional and technical requirements through the design, build, and test phases.

Data Conversion Team
We were involved in data conversion, mapping, mock testing, testing and validation from the legacy AS 400 DB2 to Oracle 10g. We developed and modified database objects in accordance with the requirements. Our onsite developers implemented, managed, and maintained data models, database designs and table maintenance. In order to convert data from the legacy system into Oracle Utilities Customer Care and Billing, we analyzed the CIS processing requirements according to the client business and organizational needs and set up the control tables accordingly.

Technical Team
System Designers developed applications from concept to production and developed designs for complex integration with applications and technologies such as the inventory management system, work order management system, General Ledger, Payments and Permitting and Licensing. RNR Consulting was responsible for the logical design of the solution, managing the functional specifications, ensuring the architectural integrity and managing critical trade-offs. We were responsible for planning, designing, and communicating architecturally significant CIS technology elements and decision points for the enterprise infrastructure. The Systems Administrator was involved in infrastructure capacity, resilience, security, and maintainability. This included maintaining VPN access to several environments including development, testing, and production, patching application, framework, and Database. Also included are the supporting Share Point Portal and Windows Domain for IP Printing/Scanning plus Exchange/Outlook.

Change Management Team
RNR Consulting participated in the review and documentation of the assessments derived from the Stakeholder Analysis including the implementation of a Communication Plan for the CIS Project. This involved collating and issuing a periodic Newsletter and updating the intranet website. We were involved in the development of future State business processes based on the review of current processes, which will be followed by an organizational impact assessment. Our team was involved in developing end-user training documents to facilitate pre-implementation and training sessions after the Go-Live test.
