Davis-Bacon Compliance
RNR Consulting was commissioned by the Des Moines Area Transit Authority (DART) to perform a Davis-Bacon Act compliance review for the Administrative Building’s Roofing Project. The Davis-Bacon Act requires that for each federally funded or assisted contract over $2,000.00 for construction, alteration, or repair of public buildings or public works, the contractor/sub-contractors must pay current prevailing wage rates as determined by the Wage and Hour Division of the U.S. Department of Labor to the workers on such projects.
RNR Consulting performed the following activities to fulfill the objectives of Davis-Bacon Act compliance review.

Reviewed Application of Federal Labor Standards. RNR Consulting ensured that labor standards, including the Davis-Bacon prevailing wage rates, were applied where required and ensured that any exemptions or exclusions were identified.

Through education and advice, supported contractor compliance with labor standards. RNR Consulting provided an overview of prevailing wage and reporting requirements to contractors to ensure their understanding and their obligations under the Davis-Bacon Compliance standards.

Monitored contractor performance. Performed reviews of payroll submissions and other information to help ensure contractor compliance with labor standards provisions and the payment of prevailing wages to workers.

Reviewed probable violations and complaints of underpayment. Reviewed any evidence of violations, especially allegations of underpayment.
