Development of SOPs for OHR Functional Areas & Business Process Assessment of HR Recruitment Process

RNR Consulting was contracted by the Montgomery County Government (MCG) Office of Human Resources (OHR) to review and develop Standard Operating Procedures (SOPs) for the OHR’s key functional areas and conduct a Business Process Assessment (BPA) of the OHR Recruitment Process. This endeavor was a two-phased project with the SOP development phase involving the review, updating, migrating, and development of undocumented SOPs for key OHR functional areas which included but were not limited to Training and Development, Compensation and Classification, Occupational Medical Services, Recruitment and Selection, Employee Benefits, Labor/Employee Relations, Records Management, and EEO/Diversity.

The Business Process Assessment phase entailed the review of the HR recruitment process which included attending iRecruitment Conference Room Pilots for ERP and developing an improved recruitment process that was aligned to the Oracle E-Business Suite (“System”). In addition, this part of the assessment entailed the discovery of business process improvements for recruitment, analysis of best practices data, identifying integration points among existing HR systems (PeopleClick, Legacy Systems et cetera) and development of a To-Be recruitment processes.

The outcome of the engagement was a re-engineered OHR recruitment process and a uniform approach to documenting and maintaining SOPs across all OHR functions.
