Diversity Inclusion Initiative

RNR Consulting was contracted by the Dayton Metropolitan Housing Authority (DMHA) to conduct a diversity inclusion study and to develop a comprehensive Diversity Inclusion policy. The primary objectives of this initiative were to develop a well structured policy framework to increase diversity inclusion in DMHA procurement, and to conduct outreach events to engage internal and external stakeholders in the policy framework development process. Our consulting team provided counsel and guidance to DMHA on matters related to the framework elements, on the creation of a recommended policy, and on methods to engage internal and external partners as a value-added service throughout the duration of the contract. As part of the initiative, the team conducted best practice and benchmarking analysis for public housing authorities and utilized existing documentation, in house expertise, research and analysis to develop DMHA’s diversity inclusion policy framework. The RNR team created new policy and procedures for inclusion of small, minority, and female businesses. The team conducted a vendor outreach to engage and inform vendors regarding the policy framework revision. Upon completion of this initiative the team delivered recommended policies and procedures for diversity inclusion. The team also developed recommendations for the implementation of the framework. The successful implementation of revised policies and procedures will engage small businesses, including minority businesses, at a greater level. Well formed policies and procedures for diversity inclusion will create a significant improvement in the participation of small businesses, with an emphasis on minority businesses, in the bidding process and the awarding of contracts, as seen over the longer term.
