Enterprise Resource Planning Needs Assessment and Selection
RNR Consulting has been retained by the Hillsborough Area Regional Transit Authority (HART) to conduct a project resulting in the assessment and selection of a new Enterprise Resource Planning (ERP) System. The design of the new system revolved around streamlining internal business processes by eliminating manual functions, maximizing productivity, and subsequently producing significant cost savings for the organization which will ultimately benefit the taxpayers. The new system encompasses the functional areas within the finance and maintenance/materials departments, while overlapping and interfacing with other departments and functional areas of the HART organization as necessary. Deliverables created during this phase of the project included “As-Is” Process Maps, a Document Shadowing Table, a Current Resource Utilization Table, “As-Is” Functional Maps, “As-Is” Data Flow Maps, an Application Architecture, a Network Architecture, a Computer Skills Assessment Survey, and a Qualitative Best Practices Study. These deliverables were also utilized in the development and confirmation of over two thousand system specifications and an additional five hundred wish list items.
Following RNR Consulting’s requirements definition study, the project team was tasked with the facilitation of the vendor selection process. Within this portion of the project, documents were designed and developed to standardize the scoring of vendors after the review of submitted proposals. A Cost Benefit Analysis was conducted in addition to vendor demonstrations. Members of the project team also participated in the scoring of vendors to act as a non-biased third party. Previously developed Computer Skills Assessment Surveys were also compiled and scored to determine preliminary training requirements for the staff prior to the implementation of the new systems.
The project team also assisted with vendor negotiations. Using prior experience with software negotiations, members of RNR Consulting assured the maximum benefit for HART at the most reasonable cost. These negotiations were designed to assure that the needs of HART were met by the vendors and documented in the final contract for procurement of the new system(s).
