Housing Department Financial System Requirements Definition
RNR Consulting performed a Financial System Requirements Definition for the City of San Jose’s Housing Department (CSJHD). Interviews were conducted with key staff members from the following departments: Production, Fiscal, Loan Collections, Analysts, Compliance, Rehab, Inspection and Inclusionary. From the interview findings, RNR Consulting created “As-Is” process map, which outlined the flow of data, defined process execution, and identified key issues and processes that could be streamlined. In addition, supporting narratives to the “As-Is” process maps were created. Next we developed Database Requirements. To minimize the level of customization associated with the software, RNR Consulting recommended process adjustments. Moreover, RNR Consulting analyzed and anticipated challenges to the software and database implementation and recommended solutions to these challenges. Lastly, we conducted best practices research to identify software alternatives that best meet the needs of CSJHD. Through the recommendations provided by RNR Consulting, CSJHD was better positioned to evaluate opportunities for a stronger organizational structure and a database to meet the Housing Department’s needs. CSJHD was also better positioned to appropriately align and optimize the use of resources and increase the overall contribution of its staff.
