GPS Pilot Review, System Specifications and Implementation

The City of Cleveland, Division of Water (CWD), was preparing for the procurement and implementing of a Global Positioning System (GPS) to enhance vehicle routing, tracking and reporting capabilities. The successful implementation of this system was intended to allow more effective routing, efficient scheduling, reduced employee and vehicle idle time, and reduced vehicle costs. As part of this initiative, RNR Consulting reviewed results and reports from a previous pilot test conducted by CWD. The data was reviewed and analyzed for coherence and accuracy. Additionally, RNR Consulting developed detailed goals and objectives for a second pilot program. From interviews with key staff and from the pilot studies data, RNR Consulting developed a comprehensive systems requirements definition, which documented required functionalities of the system. This document enabled CWD to more efficiently assess GPS solutions available and procure and implement the best possible solution.
