HR Operational Review
RNR Consulting was engaged by the San Antonio Housing Authority (SAHA) to perform an operations review including an analysis of SAHA’s Human Resource (HR) operating policies and procedures and identification of the core competencies of the HR staff.
RNR Consulting reviewed historical and current HR policies and procedures as well as Standard Operating Procedures focusing on the following processes:
- Grievance policies
- Hiring policies
- Termination policies
- FMLA Adjustments
- Jury Duty Pay
- Review Panels
- Training
- Employee Development
- Ethics
As a supplemental step in our analysis, RNR Consulting conducted interviews with HR management to identify historical changes in the policies and discussed planned future changes to the policies. Additionally, RNR Consulting analyzed a sample of the hiring history to determine if the candidate selection had historically been consistent and well founded on the candidate information and capabilities.
In order to determine the core competencies of SAHA’s HR staff, RNR Consulting met with SAHA executive management and reviewed SAHA’s strategic planning documents. This information allowed RNR Consulting to identify the operational level core competencies, which were then documented and distributed in survey form to all SAHA HR staff.
RNR Consulting compiled key findings and analysis into a final report for the SAHA Board of Commissioners, complete with best practice recommendations. Additionally, RNR Consulting made recommendations for development of individual level core competencies for SAHA HR Staff.
