Impact Study of MSWE Facility

The RNR Consulting has been contracted by Cleveland Public Power (CPP) to conduct an impact study for a proposed Municipal Solid Waste to Energy (MSWE) facility in the City of Cleveland.

 

RNR Consulting’s project team conducted a feasibility study in 2008 for a proposed (MSWE) facility for CPP. The feasibility study included a projected impact to the City of Cleveland’s General Fund due to the creation of the proposed facility. The feasibility study was however limited to the City’s Division of Waste Collection and Disposal and CPP. This study identifies the impacts of the proposed MSWE facility on other City divisions/departments. The consultant team identified City divisions/departments that will be affected, interviewed key personnel from these departments and conducted financial and operational analysis to estimate the overall impacts due to the proposed MSWE facility. The study also included a comparison between operating the facility under a General Fund structure versus an Enterprise Fund structure. The study assisted CPP and the City of Cleveland to address the possible impacts to the City’s various departments/divisions. These impacts to the departments/divisions maybe affected due to the proposed MSWE facility and decide on possible operating structure for the facility.
