RNR Consulting was commissioned by the Stark Area Regional Transit Authority (SARTA) to assist in the development of an Information Technology Strategic Plan. RNR Consulting conducted an agency wide technology review, conducted interviews, performed job time studies, and reviewed job descriptions, the IT mission statement, and the IT goals and objectives. We also developed an action plan for the continued development of an Information Technology Strategic Plan.

The transit agency technology review consisted of an analysis and benchmarking of software applications utilized at comparable transit authorities, IT strategic initiatives implemented, barriers to the adoption of new technology, and critical success factors.

RNR Consulting team members conducted interviews with department heads, key staff members, and the Executive Director to establish views on the roles and responsibilities of the IT staff, to identify technology needs of the departments, and to establish buy-in for the IT Strategy Plan at SARTA. Job time studies were conducted to determine the average percentage of time spent on activities among the IT staff. RNR Consulting created revised job descriptions that incorporated responses from the interviews and job tome studies. In Addition, RNR Consulting, in coordination with the IT Administrator, developed a general IT mission statement, goals, and objectives. Finally, we developed an action plan that included activities to be accomplished to complete the development of the IT Strategy Plan at SARTA.
