Management and Efficiency Study

RNR Consulting is currently engaged in an initiative with the City of Cleveland, Ohio to conduct a City-wide management and efficiency study. In order to accomplish this task, RNR Consulting, along with a team of skilled and experienced experts from partnering firms, will undertake a comprehensive evaluation of City operations. The goal of the task is to rapidly generating cost-cutting and efficiency recommendations for the upcoming budget process.

As part of this initiative, RNR Consulting has been assigned assessment of the Department of Public Services, Department of Parks, Recreation and Properties and the Division of Information Technology and Services. Because of the large number of Divisions to examine within each Department, RNR Consulting strategically assigned smaller groups to various Divisions within the Departments to effectively cover all areas. These departments include:

Department of Park & Recreation
o Division of Parks Maintenance and Properties

o Division of Research and Development
o Division of Parking Facilities
Division of Information Technology & Services

As part of this initiative, the project team is reviewing the City’s budget, the Mayor’s annual report, the Mayor’s Operations Efficiency Task Force (OETF) report and other related documents from each assigned Division. RNR Consulting is also interviewing Division Commissioners and is collecting related information such as labor productivity, services, unions, staffing, ancillary services, maintenance, vehicles and energy consumption. This information is being gathered and analyzed to assist the team in developing a clearer understanding of the qualitative, operational, and policy dynamics that impact management and efficiency within the City. The study will be aimed at simultaneously identifying at least three areas of impact:

1. New, implement able initiatives that can be included in the 2010 budget;
2. Organizational issues related to core competencies, required and desired services to the public, and service delivery methods across departments and governments;
3. Candidates for detailed investigations of departmental practice, best practice and process review.
Using the information that will be collected coupled with RNR Consulting’s acquired knowledge of the operations of the City of Cleveland and other local municipalities across the nation, the project team will develop a final report which will encompass summarized findings in a professional, narrative Management Improvement Plan. The final report will also include prioritized options for cost savings, consolidation, and other options for potential in the overall management and efficiency at the City of Cleveland.
