Meter Division Implementation

RNR Consulting worked with Gwinnett County Department of Water Resources (DWR) to develop a new division called the “Meter Division” and assisted in the customization of existing processes for the new division.

 DWR was in the process of identifying and correcting inefficiencies throughout the organization. After completing a high level overview of the entire water meter process, RNR Consulting recommended the creation of a separate Meter Division which would encompass the Backflow, Meter Installation and Meter Repair Departments. These Departments had their own processes, many of which caused process overlap issues, which would be eliminated through the re-engineering of all of the Departments within one (1) Division. 

The primary goal of this project was to ensure that there was a smooth and efficient transfer of both people and processes to this new Division. Simply blending the three Departments was going to result in confusion and disorganization. Therefore, to realize the estimated $2 million savings by creating the new Division, we recommended a step by step process which commenced with a thorough analysis of the existing structure of each Department. It was imperative that all key processes of each Department were identified and incorporated into the new processes to accomplish the efficiencies of the organizational restructuring. Equally important was ensuring change management and new process training plans were implemented to minimize the impact of the organizational change. 

In order to accomplish DWR’s objective for this project, RNR Consulting analyzed the current “As-Is” organizational structure, staffing and the roles of each position, and key processes of the Backflow, Meter Installation and Meter Repair Departments. In collaboration with the DWR steering committee, RNR Consulting re-engineered these key processes and created Standard Operating Guidelines (SOG) for the Departments to follow once the new Division was created. Throughout the project, we also integrated a change management plan and organized update meetings with the project sponsors. Furthermore, we developed a training curriculum and conducted training classes to ensure that all stakeholders were familiar with their new roles and the overall DWR goals and expectations.
