Office of Human Resources Department Assessment

RNR Consulting provided consulting services that allowed the Maryland Transit Administration (MTA) to evaluate and streamline their Human Resources Department processes and software. RNR Consulting provided individual Job-Time Studies, “As-Is” process maps and functional maps, “To-Be” process maps and functional maps, gap analyses, and best practices research; and we gauged the efficiencies of currently utilized systems, and staff, management, and customer perceptions. RNR Consulting also developed a comprehensive guide for the hiring of Managers and Supervisors. This guide included functional areas of Recruitment and Selection, Employment, Class and Compensation and Benefits and Medical Services, along with detailed polices and guidelines for each area. 

 

RNR Consulting subsequently developed a comprehensive supervisors’ guide for hiring managers outside of the Office of Human Resources (OHR). This guide helped to greatly improve clients’ understanding of the functions of the Office of Human Resources, such as hiring, medical testing, benefits, classification, and employee relations. Tasks performed during this project included conducting interviews with key Human Resources employees, conducting focus groups with OHR customers, document analyses, research of Industry Best Practices, and the finalization and compilation of the guide itself. In addition to the creation of the guide, current OHR documents were analyzed and redesigned in order to streamline their functionality.
