Operational Analysis

RNR Consulting was hired by the Antelope Valley Transit Authority (AVTA) to assist with significant IT initiatives involving vendor selection and implementation of an Intelligent Transit System (ITS), Interactive Voice Response (IVR), Computer Aided Dispatch (CAD), Automatic Vehicle Locator (AVL), and Enterprise Resource Planning (ERP). During this initiative, RNR Consulting identified certain superfluous job positions and suggested other new positions. As a result, the need to re-evaluate the current organizational structure and job responsibilities was highlighted.

RNR Consulting conducted numerous activities including creation of process maps, conducting job-time studies, measurement of the technological impact on the organizational structure, benchmarking, and analysis data and documents to gauge the work force requirements for the post-“Go-Live” phase of the IT initiatives. Based upon the activities conducted, RNR Consulting developed and recommended various probable organizational structure scenarios with related cost-benefit analyses that assisted AVTA in achieving its goals and vision through an increased skill set, reduced operating costs, optimal resource utilization, and enhanced decision making processes and productivity and accountability of staff.
