Pre-Enterprise Resource Planning (ERP) Implementation Review of Core Business Units (CBUs)

In advance of the Montgomery County’s Enterprise Resource Planning (ERP) implementation, the Executive Steering Committee (ESC) hired RNR Consulting to conduct a strategic review of the Core Business Units (CBUs) of Finance, Office of Human Resources, Office of Management and Budget, and Office of Procurement (within the Department of General Services). The purpose of this review was to define and align each department’s strategy with the Business Process Reengineering (BPR) opportunities afforded by ERP in order to maximize the project’s return on investment. RNR Consulting reviewed the upper level strategy of each CBU department to determine if the current vision and mission are aligned to support the new department direction given the intended new functionality of the ERP system. The project team identified major processes for each CBU and the critical success outcomes intended for those processes. Recommendations to the upper level strategy of each CBU were developed to ensure alignment of vision, mission, Key Results Areas (KRA) and process outcomes. The project team further identified the process, procedures and activities necessary to maintain that strategic alignment both during and after the ERP implementation.

RNR Consulting conducted a functional analysis to assess how the current organizational structures support the major processes and contribute to producing the intended outcomes. Analyses of these department structures resulted in recommendations for alternative structures that would better support the processes and ensure that the desired outcomes are achieved in an efficient, effective and economical manner. The project team did not strictly concentrate on the specific CBU departments as contained in this TORP, but included centralized/decentralized options for the core business processes. We also focused on recommendations for re-alignment of functional areas within each CBU department and elimination of any current functional barriers. The project team also conducted a Strength, Weakness, Opportunity, and Threat (SWOT) analysis to identify potential areas for improving business processes and identifying benefits that Montgomery County Government can realize with ERP implementation.
