As part of the Advanced Public Transportation System (APTS) Pre-Implementation Activities conducted for the Memphis Area Transit Authority (MATA), RNR Consulting will:

1) Assist with Business Process Re-engineering Analysis:
RNR Consulting will assist the APTS Vendor in identifying MATA's functions and processes, current and potential problems, and opportunities for improvement. Some of the tasks we will undertake are to provide the APTS Vendor an understanding of “As-Is” processes including explaining the deliverables related to the IT/APTS Strategic Plan conducted by RNR Consulting and additional interviews/focus groups with MATA personnel and departments to assess the potential utilization of the systems. The objective of this activity is to bring the APTS Vendor up to speed with MATA processes for designing the optimal system that is tailored to MATA's unique demands.

2) Develop Installation Plan:
RNR Consulting will develop a comprehensive Installation Plan to fit MATA’s requirements. We will coordinate with the APTS Vendor, MATA’s Maintenance Department, Paratransit, Fixed Route and Trolley Operations to develop hardware installation layouts specific to each type of vehicle and develop an installation plan. This APTS project involves the implementation of a number of complex transportation systems. Each of MATA’s revenue vehicles will be installed with multiple hardware components, including radio, CAD/AVL, APC, AVA, AVM and on-board camera system. Since multiple system components will be installed on vehicles, it is vital to create a comprehensive Installation Plan for the entire project.

3) Review and Edit APTS Vendor Test Plan
RNR Consulting will review the general Test Plan provided by the APTS Vendor. We will edit the Vendor’s Test Plan in accordance with MATA’s requirements. We will assess whether the Test Plan covers the specific modules, interfaces, processes, and functionality that are important to MATA. RNR Consulting will update the APTS Vendor’s Test Plan and develop a comprehensive plan to perform system testing which will include a Pilot Test Plan and User Acceptance Test Plan.

4) Develop Test Scripts
RNR Consulting will develop thorough and realistic test scripts, which will be used during the testing of the APTS. We will cover all identifiable possibilities and make sure that outputs received through test scripts are realistic. We will develop test scripts for MATA Paratransit, Fixed Route and Trolley Department. Test scripts will cover critical functionality of each APTS system and related interfaces.

5) Develop and Administer Pre-Implementation User Concerns Survey
RNR Consulting will create a qualitative survey that will be administered to key systems users of MATA within the Paratransit Department, Fixed Route Department, Trolley Department, Maintenance Operations, IT operations, and Safety Operations. Key systems users in each Department will include drivers, maintenance personnel, supervisors, managers, and IT personnel. The information gathered during this activity will help MATA address user concerns ahead of time and ensure support and buy-in from all users.
