Procurement Process Assessment

The City of Cleveland engaged RNR Consulting to map out the procurement processes after other initiatives had proven unsuccessful. RNR Consulting was also asked to revamp the City’s vendor guide, and to develop a Procurement Policy and Procedures Manual. Based upon the scope of the project, RNR Consulting conducted extensive in-depth interviews with key employees involved with the procurement process.

To validate the information obtained from our interviews, RNR Consulting shadowed documents used in the procurement process from their origination to their termination. Information gathered from the interviews and shadowing activities were used to develop comprehensive “As-Is” procurement process maps. The “As-Is” maps were developed in such detail that they garnered the City’s acknowledgment of total satisfaction with the accuracy and completeness of the maps, and the maps ability to illustrate the depth of information and the level of detail required by the City. RNR Consulting recommended “To-Be” process changes based upon industry best practices to eliminate redundancies and bottlenecks, taking into consideration the Codified Ordinances that govern the City’s purchases.

RNR Consulting provided short-term recommendations, and action steps for the implementation. RNR Consulting also provided strategic long-term recommendations to streamline the procurement process. Also per the City’s request, RNR Consulting revamped the City’s Vendor Guide and developed a new Policy and Procedures Manual.
