RNR Consulting was commissioned by the Cuyahoga Metropolitan Housing Authority (CMHA) to perform a follow up assessment of the public housing applications, transfer and leasing processes that were previously documented by RNR Consulting in 2005. This new assessment required RNR Consulting to conduct new shadowing and validation sessions with CMHA staff to allow for identification of process modifications that had developed since the last assessment. We also were asked to identify if these modifications had lead to additional time requirements to perform the activities. RNR Consulting also identified changes made to critical business processes which were made subsequate to the implementation of the Elite system. We also reviewed the Voluntary Compliance Agreement (VCA) requirements and areas in the applications process where these requirements were currently being met. We identified and validated bottlenecks and redundancies arising from manual data input procedures, paper based processes and duplicate process steps. Additionally, RNR Consulting reviewed the utilization of the Emphasys Elite system within the public housing processes and identified areas where the system could be better utilized for HUD reporting purposes. Finally, RNR Consulting provided recommendations on utilization of information technology systems (current and future) towards streamlining critical business processes and meeting VCA requirements.
