RNR Consulting was commissioned by the Northwest Indiana Community Action Corporation (NWICA) to review existing research conducted by NWICA, and to develop a Request for Proposal (RFP) for a Demand Response Route Scheduling and Intelligent Transportation System (ITS) system, including detailed system specifications. RNR Consulting conducted interviews with the transportation manager, manager of Information Technology, and dispatchers to ensure that system specifications would meet the needs of the transit staff. NWICA was currently utilizing a Route Scheduling system which did not meet the needs of the organization. RNR Consulting conducted a thorough evaluation of the current software to ensure that all issues were considered in the development of the system specifications. Moreover, RNR Consulting handled the development of an advertisement to announce the RFP and posted it in two local newspapers. In order to ensure that vendors were aware of the posting, RNR Consulting followed up contacts with several ITS and Route Scheduling vendors.
