RNR Consulting was engaged by the Trumbull Metropolitan Housing Authority (TMHA) to perform a Site-Based Management Maintenance Readiness Assessment. The key objective was to balance HUD specified requirements with TMHA Standard Operating Procedures in order to ensure a successful and efficient transition to Project-Based Management. During this project, RNR Consulting conducted numerous activities including interviews, shadowing, and Full-Time Equivalent analyses of key TMHA officials. RNR Consulting also reviewed the current maintenance department processes, and the personnel and technology used to execute these processes. This review identified critical issues confronting TMHA.
