Skills Assessment: Preparation for Site-Based Management
RNR Consulting was engaged to perform a skills assessment for the Trumbull Metropolitan Housing Authority (TMHA) in preparation for site-based management. RNR Consulting conducted a Comprehensive Skills Assessment of Property Managers to gauge their individual weaknesses, strengths, and the improvements necessary to prepare for the transition into Asset/Project-Based Management. The key objective was to comprehensively assess the skill sets of Housing Managers and supplementary staff such as the housing clerks. RNR Consulting’s response entailed a three hundred and sixty degree (360°) assessment of TMHA’s Managers by reviewing and researching written job descriptions, and developing and analyzing a skills assessment survey to gauge their competencies and performance in a Site-Based Management setting.
In addition, RNR Consulting identified existing gaps in job classifications and recommended cost-efficient ways to correct the gaps for maximum benefits to TMHA. Key activities included, but were not limited to, current job duty assessments, benchmarking TMHA’s job duties against HUD requirements, assessments of project ownership and leadership, development of skills assessment surveys, and Full Time Equivalent Analyses to gauge the ways in which staff members were spending their time in relation to the required duties. RNR Consulting utilized HUD’s Procedures Manual to document best practices for a Project-Based Structure, and identified some of these benefits for TMHA operations.
