Software Acquisition, Contract Negotiation and Business Process Analysis
RNR Consulting was engaged by the Tacoma Housing Authority (THA), Tacoma, Washington, to provide consulting services for a Software Acquisition and Implementation project. THA contracted RNR Consulting to procure and implement a public housing management software system. The system helped the agency automate and enhance critical business processes such as public housing management, housing choice voucher management, wait list management, property maintenance tracking, accounting, finance, human resources, payroll, and other functionalities related to public housing. As part of software selection, RNR Consulting performed a range of activities including analyzing vendor proposals, facilitating vendor demonstrations, facilitating site visits, vendor reference calls and developing qualitative and quantitative evaluation matrices. These tools assisted THA in their selection of a vendor which could meet their business needs in the most suitable and efficient manner. Additionally, based upon its past experience and expertise, RNR Consulting assisted THA negotiate contract terms and conditions with the selected vendor, resulting in increased cost efficiencies and enhanced product delivery.
To ensure that the new system meets THA’s business requirements, RNR Consulting also conducted business process analysis for critical business processes at the agency. RNR Consulting interviewed and shadowed key subject matter experts and developed detailed “As-Is” process maps that accurately illustrated existing business processes. Process maps were developed for payroll, accounts payable, accounts receivable, community services, section 8, construction, property management and purchasing processes. RNR Consulting also developed detailed “To-Be” process maps for the above mentioned processes that depicted the ideal execution of processes with the inclusion of the newly acquired technology. These deliverables helped the authority and the software vendor understand end user requirements and implement a solution that fit THA’s business processes.
