Stormwater Management Program Implementation
RNR Consulting was contracted through AMEC for the implementation of the Northeast Ohio Regional Sewer District (NEORSD) Stormwater Management Program. In order to utilize the benefits of the Stormwater Program and implement it seamlessly into the District’s existing operations, RNR Consulting assisted in the development and implementation of an appropriate institutional framework (i.e. organization and administration) needed for successful implementation of the recommended Stormwater Management Program. The framework required a thorough understanding of the current “As-Is” interactions of the people, process and technology framework encompassing NEORSD’s technical and operational structures, staffing and resource needs, management processes and procedures and a training program.
To accomplish Stormwater Program goals, RNR Consulting conducted interviews with NEORSD’s key personnel to identify and understand current internal processes and how these processes would change to accommodate the Stormwater Program. Subsequently, RNR Consulting developed detailed “As-Is” processes to assist in the development of “To-Be” business processes that would include the Stormwater Program. Moreover, the processes mapped facilitated the identification of process gaps and allowed for relevant changes and improvements for integrating the Stormwater Program. RNR Consulting worked with the District to ensure that administrative staffing and resource needs were acquired and trained to operate the new program.
