Office of Human Resources (OHR) Strategic Planning

The Montgomery County Government (MCG) Office of Human Resource (OHR) has taken several strategic initiatives to position itself as a value-added partner with its key stakeholders. To embark on this course, in 2003, OHR developed a four year Human Resource Strategic Plan which focuses on short and long term goals for achieving excellence in customer care.

The County commissioned RNR Consulting to perform a Strategic Assessment of the OHR and update its Strategic Plan for the purpose of aligning its business outcomes with identified Key Result Areas (KRA’s) along with the forthcoming county-wide ERP Implementation. To provide consistency between set objectives and business outcomes RNR Consulting conducted the following analyses: Review and Assessment of OHR’s Vision and Mission Statements; Identification of Key Result Areas (KRA’s); Business Processes Analysis; “As-Is” Process Maps and Standard Operating Procedures (SOP’s) Analysis; Organizational Structure Analysis; Social Network Analysis; SWOT Analysis. We also developed a Succession Planning Methodology.
