System Requirements, Selection and Implementation Plan for Web Procurement System

RNR Consulting has been contracted by the City of Cleveland to develop a System Selection and Implementation Plan to aid in the examination and decision-making for a procurement system, and to assist in the implementation of the selected system. Based upon Best Practices data, RNR Consulting established the appropriate methods and evaluation criteria to make the selection. We determined the integration requirements pertinent to the future Financial Management Information System (FMIS) for the City of Cleveland, and we provided a comprehensive assessment of the integration requirements for all applications. To facilitate the development of the RFP, RNR Consulting developed the evaluation criteria leading to the determination the system requirements, including hardware needs and connectivity issues. We then prepared a list of recommended system requirements for the Intranet and Internet web-based procurement systems.
