As a preliminary measure, RNR Consulting strategically analyzed the contractual agreement between AVTA and the chosen Contractor to identify all Key Performance Indicators (KPIs), critical action items, and agreed upon contractual deliverables. For quantitative evaluation purposes, RNR Consulting developed a comprehensive Performance Evaluation Matrix that encompassed all of the KPIs and their respective baselines for monthly incentive reporting and the assessment of Liquidated Damages. Through daily monitoring the Contractor performance with regard to Operational functions such as on-time performance, daily vehicle inspections, and driver safety. Along with Maintenance functions such as California Highway Patrol (CHP) Safety Compliance, preventative maintenance, and vehicle cleanliness, RNR Consulting was able to hold the Contractor monetarily accountable for any performance failures.

Throughout the System Utilization Review, RNR Consulting not only provided a value-added service that was cost effective to AVTA in terms of recovering Liquidated Damages, but also contributed to gradual improvement of services provided to the agency by the Contractor. In addition, throughout this initiative, RNR Consulting assisted the agency in revising the current contract to ensure improved performance of the Contractor.
