Through interviews with the key staff of AVTA, RNR Consulting gathered all pertinent information for the development of a Request for Quote (RFQ) for the Transit Operations and Maintenance. The RFQ invited contractors to bid on the opportunity to provide operations and maintenance services to the AVTA fleet. Upon receipt of proposals in response to the RFQ, RNR Consulting conducted a thorough evaluation of each submission to assist AVTA in the selection of the best-suited contractor to meet AVTA’s requirements.

To objectively review the proposals, RNR Consulting performed several evaluation activities including the review of each proposal to determine if it met the minimum requirements. We also developed vendor information packets, developed pricing graphs and matrices, reviewed the financial statements, and calculated the financial ratios for proposal evaluation. To assist in the comparison, we also developed a qualitative matrix and identified the advantages and disadvantages of each vendor. We developed comprehensive evaluation criteria and evaluated the contractors on a broad range of parameters, as defined in the RFP. We also conducted vendor interviews and performed reference calls to gauge contractor effectiveness in previous contract performance.
