Workload Study and Market Analysis

RNR Consulting was engaged by the Eastside Public Safety Communications Agency (EPSCA) in the City of Bellevue, WA to perform an employee workload study and market analysis. EPSCA sought to analyze employee workloads and compare Salary and Benefits packages as a means of improving its operations through increased organizational efficiency. RNR Consulting conducted a workload study utilizing analytical tools to measure employee workloads, defined and documented employee responsibilities, identified gaps in “reality versus perception” and made staffing recommendations. In addition, we performed benchmark studies to develop measurable points of comparison regarding salaries and benefits and gauge EPSCA’s competitive position within its regional resource markets.

The project specific activities involved conducting interviews with employees and executives, conducting Full Time Equivalent analyses, identifying gaps in reality and perception and making staffing recommendations. We also performed a Salary and Benefits Comparative Analysis to compare EPSCA positions to comparable positions in the city of Seattle and King County and Valley Communications Center in Kent, WA. At the conclusion of the project RNR Consulting presented resource allocation recommendations that outlined the major strategic aims for the agency for the next 5 years.
